Dominion of North America

Allows the UK to establish the Dominion of North America.

If a non-Canada subject holds any Yankee/Dixie homeland, you can transfer that state to Canada through decision (currently without much penalty, except Canada won't incorporate it until the final decision is taken to form the dominion).

The final decision to form the Dominion requires all Yankee/Dixie homeland states to be part of Canada. With vanilla this is difficult, but is possible. This is how I do it:

1. At game start make good relation with Mexico, so when it got involved in any DP you can easily turn it into a protectorate by offering to join its war.
2. Dismantle the US early. Release New England, New Africa, and the other releasable states. Use power bloc actions to invite and puppet them later on.
3. Take New York and Penn State because they tend to contributing the most prestige and war potential to the US.
4. Once the United States is a minor nation, turn it into a protectorate through war or power bloc actions
- If using the "make protectorate" CB, be aware that the US's prestige will surge up rapidly when it mobilizes and could possibly turn it into a major nation again (voiding the CB), so make sure the US is sufficiently weakened when you do this (and do it early).
- I didn't try the power bloc actions with the US. I assume it will be based on RNG because the UK and the US is probably in despicable relation at this point.

When the Dominion is formed, all Yankee or Dixie homeland will be changed to Anglo-Canadian homeland, so it will be incorporated by the AI.
