玩家/AI每1%训练(超过100%的部分)，提供：
1%士气打击
-1%所受士气打击

Discipline is a clown? No such thing!
This MOD has a simple (yet not so simple) function:
Players/AI gain the following for every 1% of Discipline above 100%:
1% morale damage
-1% received morale damage
