Standalone version of the HMPS innovation rework.

Innovation has been reworked such that it scales only off of your literacy rate by giving you your literacy cap without having to build those pesky universities. Universities have also been reworked such that they generate tech spread and give a large amount of education access. This means that high literacy countries don't have to build universities at all, but low literacy countries want to build them as it allows them to catch up on literacy, and subsequently, technology.
