Description
Are AI empires all adopting Administrative government left and right because of the absurdly low requirement of 50 opinion with all vassals? Do you also think that the current requirements are way too easy with emperor characters easily being able to reap +60 secular opinion from sheer prestige/fame? This mod is for you.

This mod adds a series of much more sophisticated requirements to take the Adopt Administrative Government decision:

All powerful vassals must have 100 opinion with you. (Extremely trivial for emperors even without Diplo lifestyle.)
Must have hooks on all Powerful vassals. (Actually require you to play the intrigue game and plan for it.)

No vassal must be king; why would they forfeit their land rights?

No single dynastic house may hold more than 2 duchies. (They'd be effectively like a king in power with 3).

Must meet a series of relatively easy requirements (easy for a diplo emperor) on EVERY direct vassal becasue converting feudal system where every noble lord forfeits their rights is no simple matter.

This is a relatively quick mod I created in a single afternoon after being displeased with AI forming empires left and right and all adopting administrative in my game (with default factions settings to boot). The requirements were tested pretty well in debug but I have not done a full playthrough test. Please let me know if there are any issues.

I can try @caloens2k1's suggestion the next time i get back to CK3 but what @macintosh1257 definitely doens't work; The same file name simply gets overwritten, not appended.

@Caloens2k1 Or you can add an add folder to put that file in while removing unnecessary code from it without removing base game stuff.

You can just create a new file (For example, something like ZZZ_convert_to_administrative_decision) that only has the convert_to_administrative_decision part, everything else can be left out. That way, the convert_to_administrative_decision part would be overwritten but everything else is the same.

@ck3user7748 As far as I am aware if I want to overwrite something within another file, I have to overwrite the entire file. The only exception is localization keys. Please let me know if I'm mistaken.

As for decision requirements, do you meet the realm size requirements which I left untouched from vanilla?

I'm looking at the decision to see if I can identify anything. As I do, am I correct that you are overwriting all decisions instead of just those you want to change? You could improve compatibility by only overwriting the decision/s you want to change, I think. As it is written, if any mods listed before it need to change other admin decisions, their changes will be reversed.

while I haven't seen any AI conversions, in my game I have strong hooks and +100 on all powerful vassals, and none have ambitious trait, but I cannot change to administrative as the mod thinks the vassal requirement has not been met. I have only a few mayors as vassals, and no counts as vassals.

@hugobentofroes Do you have more information? Do you have other admin decision mods and do you have an autosave just before the switch that you can use switch character to control the AI and show me a secreenshot/details?

Despite using the mod, the AI continues to convert to administrative.
