Fix for "Ruined Star System" archaeological site bug

Description
A fix for the "Ruined Star System" archeological site where you are unable to actually complete the site under certain conditions. This mod simply allows you to complete the site and claim the reward it offers.

Further discussion of the bug can be found on the Paradox forums. And it has been four years since the bug has been reported without a fix, classic Paradox :)
