Simple Witch Coven

Description
I felt that it was nearly impossible to found a coven after a generation or two, so I made this mod to make it easier.

Removes the requirement for your heir to be a witch if they are still a child.

Removes the house population percentage check, now the decision only requires you to know 8 adult witches in your house.

Made for 1.13.*

prob I have with witch covens, is your family constantly travel to other covens and never stay put in court.
