EK2 - Train Magic Education

Requirements: EK2 0.14 & CK3 1.12.5

This mod adds a new activity called "Arcane Training" where you, the player, and the AI can EARN magic perks and either GAIN a magical education trait or IMPROVE your magical education trait.

This mod's aim is just to add a way to improve someone's magic education until our EK devs add them in vanilla.

The Arcane Training activity reuses the existing University Visit events and some new stuff that will let you earn related traits like the Battlemage trait. As of now, there's only one new event.

The Arcane Training will also give characters with congenital arcana traits OR high arcana points to earn magic education, by being endorsed by a mage simply by paying them for prestige. This is available through a NEW DECISION that is only available for characters that don't have magic education but has good congenital arcana trait.

Rewards:
- maximum of 3 magic traits depending on result
- upgrade of education trait

This activity also has a different entry in the memory so that the academies used for Arcane Training and University Visit aren't shared. However, I have removed the ability to recruit your teacher for Arcane Training activity.

A new activity event is added during the Arcane Training activity that will allow you to gain the Battlemage trait.

New event to reflect the introductory arrival event related to Arcane Training, instead of using the University Visit event.

High arcana characters are now eligible to receive the endorsement decision. High arcana is at least 15 total arcana points.
