it can be performed with any move that moves you.

tldr;the bullets teleport for movement and if timed right, you can just move through them while they teleport to the next location.

I've identified the issue. At any given point the bullet (if fired at maximum velocity) travels fast enough step by step that if hit right you can just move past where the next step of the bullet appears at.
