History of the terms "Rus", "Russia" and "Ruthenia"
The medieval state with capital in Kyiv, which existed in 9th-13th centuries, was named simply Rus (Rus') by it's population and medieval chronicles. The name Rus was transcribed into Latin language in different forms, which includes Ruthenia, Ruscia and Russia.

After Kyivan Rus was destroyed by Mongol invasion in 1240, different states were using the ethnonym "Rus" and it's derivatives in their names:

Kingdom of Galicia–Volhynia, which continued to exist after the Mongol invasion, used the name Kingdom of Ruthenia (Regnum Ruthenorum in Latin)

Full title of the ruler of Grand Duchy of Lithuania, which incorporated most of ancient Kyivan Rus territory in 14th century, actually was King of Lithuanians and Ruthenians, ruler and duke of Semigallia

Muscovy (Late medieval state with center in Moscow) adopted the Helenized form Rossiya at some point as it's name, even though it was still known as Muscovy/Moscovia in European maps and documents for hundreds of years to come. Still, finally the Muscovy began to be called Russia in the Europe.

Rusyns/Ruthenians and Muscovites/Russians
People who lived in Kyvan Rus called themselves Rusyns, to which there is plenty of evidence in the historical documents going back as far a 10th century.
This etnonym was used in the former Kyivan Rus lands for many years to come, until it was gradually replaced by etnonyms Ukrainian and Belarusian as new national identities were emerging throughout Europe. Latin documents of that time typically used latinized form Ruthenians.

On the contrary, there are many documents which draw the distinction between Rusyns and Muscovites, such as the Hustyn Chronicle[en.wikipedia.org], which lists Rusyns and Muscovites as separate enthicities in one list together with Poles, Bulgarians, Serbians etc.

Conclusion
Russia and Ruthenia both are latinized forms (exonyms) of the original name Rus which made their way into modern English language.

However, the exonym Ruthenian is politically neutral and more consistent with the history of Eastern European states (Kingdom of Ruthenia and Grand Duchy of Lithuania and Ruthenia).

This mod fixes the discrepancy.

It also uses Rusyn for the divergent culture as it is historically correct and feels like a good fit, and removes mentions of Russian empire as it never existed in the CK3 timespan. Instead I used the scholar term Kyivan Rus' to differentiate from the Ruthenian Kingdom.
