Summary:

This mod adds a national decision to gain 1000 Governing Capacity for 25.000 Ducats. This decision can be taken up to 10 times, for a total amount of 10.000 Governing Capacity.

The decision is available once you are using 90% or more of your currently available Governing Capacity.


I created this mod with the "Extended Timeline" mod in mind, because big empires often struggle to expand during early times (year 2 - year 1000) due to a severe lack of Governing Capacity. This mod should help with that.

How it works:
  • Check your current Governing Capacity: If you are currently using 90% or more for your states and territories, the national decision that this mod adds is now available to you. If you are using less, you can see the decision, but you can not use it yet.
  • Now check your national decisions: You should see a national decision with the name "Upgrade Governing Capacity". It costs 25.000 ducats and will give you 1000 additional Governing Capacity. It will also upgrade your "Governing Capacity Level" every time you take this decision. This is a counting variable for the mod to track how often you have taken this decision.
  • You can take this decision up to 10 times, every time you are using 90% or more of your current Governing Capacity, until you have reached "Governing Capacity Level 10 (Max Level)". You will then have gained a total amount of 10.000 Governing Capacity.

Requirements:

None. If your base game is at least version 1.30 (aka Austria), which was released on 2020-06-02, you can use this mod.


Compatibility with other mods:

This mod only adds additional files and thus should be fully compatible with your mods.
It does not change / overwrite any base game files.


FAQ:

Is 1000 Governing Capacity not too much / too expensive for 25.000 ducats?

I honestly don't know, I simply used values that made sense to me in my game. If you want to change any of these values or maybe add additional costs, feel free to use my mod as a basis for your own mod. Simply check my mod files and modify them however you want.


Will the AI be able to use the decision of this mod as well?

Yes, the AI can now also get 1000 Governing Capacity for 25.000 ducats, if it wants to. Big AI empires that can afford this decision will thus become much more powerful with this mod.

I'll add your idea to the suggestions thread. When I have time I'll see if I can add a long-term cost like that to the mod. Maybe I then also reduce the upfront cost a bit, so it sort of balances out.

Would an increased State maintenance modifier be a good idea to represent the long-term costs of the expanded bureaucracy?

Yep, something like that should work. Issue is however the restrictive formulas of the modding files. Those formulas do not allow for things you could easily do when you are programming something: To e.g. do a simple check if a variable is exactly 5, you already need multiple lines, because the checks are weird like that.

And since I would have to check all possibilities of the counter from 0 - 100 and then decide how much GC you'd get, those checks alone would take more lines of code than you'd think, because I can't simply do a line like:

received_GC = 100 * counter

The formulas do not allow this (using a variable as a rvalue), at least not as far as I know.
An alternative I have tried to implement before was a loop that would give you 100 GC until it reached the value of the counter, but I could not get it to work.

As I said, I'm not an expert in modding EU4.
I'm sure there is a way to implement this. But I don't know how yet, so I would have to learn this first.

As a non-modder my PoV is that you could increase the counter to 100.
Then create 3 decision.
The first one is the 5k=200 gc and add 2 point to the counter.
The second one is the 12.5k=500 gc and add 5 points to the counter.
The third one is the 25k=1k gc and add 10 points to the counter.
It's probably easier than using events.
You still cap it to 10k whatever decision you take.

I'm sure there is a way to make this mod work like that, but right now I don't know how to put all those options neatly into the game. Maybe instead of using decisions, I would need to use events to be able to do that.

I'm not yet that good a modder in EU4 to pull that off, but I will see if I can do this in the future. :)

I hope it would be into EU5. It's just too needed and logic.
On a further iteration is it possible to add a decision to buy for example only 500 gov cap for 12.5k? Or 200 gov cap for 5k
