My dream raiding mod would be immersive, balanced and dynamic. Immersive: it doesn't make sense for the Pope to raid his befriended neighbor, who is also his brother. Balanced = useful, but not overpowered when players do it; also makes raiding a threat to players. Dynamic: Not everyone does it all of the time. Maybe tie it to Crown Authority and character traits, or to peace time – the longer the peace time, the less often it will happen/the more it will cost.
