Schleswig-Holstein Question Journal Entry fix

Modifies the SHQ JE so that it won't complete unless the state is wholly owned by North Germans or South Germans.

Put this mod last in your load order.

Should be compatible with 1.8.
Other mod creators and authors may incorporate this fix into their own mods if so desired.

Changelog:
2024-06-24 - Still not fixed in 1.7 vanilla. Changed JE completion trigger to only consider German ownership of S-H, and to properly consider whether the JE owner controls part of S-H directly or through a subject.
2024-07-04 - Still not fixed in 1.7.3 vanilla. Made changes so that unsolved S-H-Q should block all plays for unifying Germany (leadership, unifcation, formation).
2024-07-07 - Added code to guide AI attitudes vs oppressors of S-H and their victims. Should make the AI more aggressive, especially after researching pan-nationalism.
2024-08-16 - The conditions to fire the event for Otto von Bismarck have been lessened, so that it will fire before resolving the Question and even if the Junkers aren't in power
