true, even for this 3k, I still think that it's a unfinished product.
so far the only encouragement for me playing this game is solely because the mod community.
the max cap is 999 however it wont actually achieve that because this change doesnt really give you any army number. This 999 is a hidden max army cap.
From the standard TROM + TUP there's not much chance you can reach to the 50 armies at all because you can only get the army number +1 by progression / governor / tech / character skills.
Even with my another mod which gives army and governor when reaching to city level 9 & 10. The army number provides are around 50 in turn 100 to 150.
