Increased General & Admiral max pips

- Goal: make leaders matter more than it already matters (lol)

- Increases the maximum pips a general/admiral can get in each category by 4 to ALL NATIONS, making 10 pips the maximum amount in each category.

From what I have seen this seems to not affect the average amount of pips you get (at least in low tradition), making it more realistic.

Note: probably compatible with most mods, it's a triggered modifier on a unique file.
