More Secure Shackles/Harder Slavery

Description
Do you find day-one slave breakouts trivially easy? Do prisoner shackles seem too easily pickable? Do you find it immersion-breaking when a moderately-skilled swordsman can still fight effectively, even when fully chained?

This mod should rectify all of that, and make slavery hard again!

Prisoner shackles (including the hive variant) are now heavier, nearly impossible to lockpick, and impossible to break via strength. Being shackled will now cause a wide variety of stat debuffs, greatly impeding your ability to run and fight. High athletics, stealth, assassination, and martial arts will not save you.

For the most part, unchaining someone will require cutting tools. If you want to escape but cannot find any cutting tools or hacksaws at your local slave camp, then you will be wandering the wilderness in the 100% 'looks like a slave' state, with greatly reduced stats.

Mass slave revolts are now much more difficult, bordering on impossible.

Lockpicking has been made more difficult as well. You now require at least a 30% chance of success to attempt to pick a lock. Not every cage and prisoner pole is guaranteed to be pickable by low-level lockpickers.

Reaver fights may be somewhat easier with this mod, because shackled reaver slaves have greatly reduced stats. Coincidentally, the stat debuffs happen to make unlocked shackles a decent training aid for power-leveling a lot of combat skills. (For immersion reasons, you can say this is why the reavers bring shackled slaves into combat.)

This mod has no dependencies and should be highly compatible with other mods. I recommend using this mod in conjunction with mods that make shackles & cutting tools craftable.

Might want to make the cutoff 25% chance of success vs 30%. I've been training on a lvl 20 shinobi lockpicking trainer up to level 18 and there's exactly one cage in all of Mongrel I can open, and it's added from another mod so your cage buff didn't get hold of it. It's a great mod, it's making being locked up into a genuine threat, but might be just a bit too much. Or I just got really unlucky.
