Wasn't able to unlock/purchase all the tiles. Glitch or is the issue on my side?

hi i am looking for some one who can help me out. Can you make roads? if so i have an asset wich is a 3 lane highway belgian i really would love to have a 4 lane version. i have tried for days to get something working but i am just staring to a screen adding lane playing with numbers but nothing happens i have no clue what i am doing and how i should do it have watched videos but i am just to stupid or so xd. any way if you know how it works to help me out ?
