But to answer your question, yes; it's nothing more than a text edit. You can go in to the mod file itself and change it, all it requires is a single value change. For example, if you wanted to change only the emblems in the category "Mage 1", just navigate to Documents\Paradox Interactive\Stellaris\mod\mageasc_emblems\flags\mage01 and inside will be a file called "usage.txt" In the first line it will read random = no , all you have to do is change it into random = yes and you're done! The AI will now draw from that folder when randomly generating empires.
how do I make the symbols spawn with other empires? It should be a simple edit in a text file, right?
