Siberian Frontiers for All

Gives everyone access to Siberian Frontiers from the start as triggered modifier. Russia get's +5% discipline instead, also as triggered modifier. Made mainly for use on Civ-style game of EU4, but if you wanna use it in normal game, i don't stop you, have fun.

Should be compatible with everything that doesn't remove/edits the russian Frontier idea, as it's the trigger for discipline.
