all the PMs are nationwide bonuses atm, it kinda breaks the game. shouldnt the bonuses only work in the province its constructed in ?

大家可以打开模组文件夹,把里面的文件夹modifier_type改为modifier_type_definitions,把文件夹modifiers改为static_modifiers,另外打开文件夹building里面的improve_skyscraper_txt,

The mod is currently bugged, I can't build any skyscrapers with it
