In his conversions on St. Helena Napoleon notes that one of his biggest mistakes was the Leclerk expedition, which wasted huge resources in a failed bid to quell the Haitian revolution. In Three Emperors, a Vic 3 mod, Napoleon had appointed Toussaint Louverture as viceroy of Saint Domingue instead, instructing him to incite slave revolts across the British West Indies. This shifts British resources and attention to the lucrative West Indies. This shifts the balance of power in many conflicts across the globe, from the war of 1812 to the south Latin Americain wars of independence.

As the dust settles in 1836 France is the undisputed master of the world. The peace of the three emperors (France, Russia, and Haiti) that arrived after the Treaty of London has held for nearly twenty years. But this peace is uneasy, Napoleon grows old and many appointment on thrones across Europe may not survive his death. Will France maintain her place in the sun? Or will Napoleon's ambitions die with him?
