CBJ Strategic Regions Rework

I started this mod on the day of Victoria 3's release, with my previous mod: Better American Regions.

Simply put, as a Tennessean, I got beyond frustrated at Tennessee being in the Midwest strategic region and set out to fix that with a mod. This expanded into the Better American Regions mod, but I didn't stop. Acre was in a different region than the Amazons, the Sahara desert had been split up between multiple regions that had Great Britain colonizing Western Sahara within months of the game start for no reason, and the United States kept colonizing up into Canada (which, while nostalgic, was annoying). That's where this mod comes in!

This mod introduces over 30 new strategic regions , as well as modifies the default strategic interests of the AI. This should help dissuade (but won't fully prevent, sadly) British/American colonization of Patagonia, American colonization up into Canada, and Russian colonization of Hokkaido.
