Description
Overview
This mod is intended to offer its audience a fair and interesting game-set. It takes many things already present in the vanilla game and it reworks them in order to make them more interesting or more balanced.
PHI also adds some stuff that is still bigly missing in vanilla (eg: events, parliament constraints, etc...)

The Biggest Changes to Vanilla
New Political Events! Government Objectives! Dynamic Economy!
Countries feel more alive and realistic, with economic booms and slumps and governmental objectives to pursue.

Constructions and meta-gaming
Construction centers add +0.5% interest rate and +0.5% radicals from sol change (lore: the construction industry absorbs some financing otherwise directed to state bonds and people get nastier knowing that their neighborhood is getting prettier while they starve)

No more Wakanga forever
PHI rebalances literacy and school institutions: universities add to literacy rates, while having no school system will impact it. Keeping literacy rates up is also more difficult (the drift is no longer positive).
With this mod active, seeing african countries launching rocket ships by the end of 1870 should be quite impossible.

Diplomatic Plays
No more Switzerland into Africa as opening move! In order to launch aggressive diplo plays a country must border the target or have enough fleet power.
Also: if you have enacted a parliament, those pesky representatives may dare to object to your warmongering...

Austria
Strategic Objective: Northern Italy (keep control of northern Italy until 1870)
Strategic Objective: Germany (prevent any other state from unifying Germany until 1880)
Strategic Objective: Balkans (own Bosnia by 1880)
China
Strategic Objective: South China (fully control southern China by 1850)
Strategic Objective: Asian Tiger (beat every other asian country in becoming a Great Power)
Strategic Objective: Manchuria (keep control of Manchuria by 1900)
France
Strategic Objective: Belgium (preserve belgium from falling into the hands of your enemies)
Strategic Objective: Reconquer Belgium (if it gets under any undue influence)
Strategic Objective: Alsace-Lorraine (control Alsace-Lorraine by the end of 1870/1900)
Strategic Objective: Steel Competition (be the biggest steel producer in 1850/1875/1900)
Great Britain
Strategic Objective: World Leader (be the most powerful country in 1850/1875/1900)
Strategic Objective: China (own a treaty port or a region in southern China by 1850)
Strategic Objective: Steel Competition (be the biggest steel producer in 1850/1875/1900)
Japan
Strategic Objective: Asian Tiger (beat every other asian country in becoming a Great Power)
Strategic Objective: Manchuria (control Manchuria by 1900)
Prussia
Strategic Objective: Alsace-Lorraine (control Alsace-Lorraine by the end of 1870/1900)

@Barbarossa: it depends - give it a try and see if what you get is nice enough for you ;-) I suggest placing UHP down below in the mod loading order in the launcher

yes, revolution indeed removes the "sins of the past" and rejuvenate the national spirit. the balancing comes from the fact that while under revolution, one is really really vulnerable to foreign intervention...

Yeah, I mean in terms of MP balance I would have some worry about railroading the game with so many negative modifiers and hard objectives. It would be cool/nice if there were ways of "redemption" to allow for one to sort of rejuvinate their national spirit and remove some of the maluses from failure upon later completing them or doing something more impressive, though it does seem like you can wipe them sometimes (?) on a successful revolution, which is a potentially interesting strategic option

@mccain: you are actually right - it is quite difficult to balance things out between not-breaking the ai and preventing mp players to have "hug-boxes". i'm expanding/fine tuning the objectives, let's see what it can be done. thx for feedback!

Also could probably tone down the amount of strategic objectives for a few nations e.g. France. AI had so many negative prestige modifiers they dropped to major and got added to the Italian market despite being double their GDP (third worldwide) and an otherwise decent state

bankruptcy stuff is brutal but I do enjoy "tactically" bankrupting myself so it hurts the AI neighbors more than me
