Terraria has a lot of elements like enemies and worldgen that only naturally occur after specific fractional points in the map, for example, King Slime can spawn naturally in the outer 2/3s of the map, Goblin Scouts only spawn in the outer 2/5s, and the Aether spawns on the same side as the Jungle as Paradox said, yes, but it also only spawns in the outer 1/5 of the map, slightly beyond the Jungle.
This pack helps folks get a general idea of how far to go to expect where those certain worldgen and enemies will spawn. It's not precise, due to slight variations in actual world sizes, but it doesn't really need to be. It just has to give the general idea, so you can avoid spending excessive amounts of time looking.
And seeing as its an EXTREMELY small pack, it doesn't really have any noticeable impact on load times, nor hard drive capacity, and gives you a small, but occasionally useful little map guide, so there's not really a reason to NOT have it.
