Hero Lvl Cap 100, Troop Lvl Cap 80, XP to Lvl up 1/2 and Time Moves 30% Faster

Description
Changes the hero level cap to 100 and Troop level cap to 80. Lowers amount of XP to level up to 1/2 or Original Game.

========Update Details========
******PLEASE NOTE: Have added a change to make game time in battle and on map move 30% faster relative to realtime. This is to compensate for level up speed boost so that enemies can keep up with you somewhat.********* (NOT ADDED TO THUMBNAIL YET)

@tolaburke - They actually do. If it can level, it's stats can be improved by doing so.
