yes making custom decisions is very much possible. I might have to look into it tho. The main issue with decisions is that they use a lot of predefined scopes and I'm not sure if the code itself allows for a lot of custom stuff. Like e.g. I was able to change the CoA but not the color used on the map.
What could be done is to make custom decisions to form the vanilla empires. Like let's say you're the king of West Francia and want to break with the carolingian tradition and establish your own Empire of France. Since that would use mostly vanilla stuff such a decision would probably be easier to make than custom ones.
