Whips use dagger weapon skills because I liked dagger moves and sounds =)
That's why they have low stats (as all daggers do).
The frost effect issue is a known one. I think it can only be fixed from developer's side.
I will tone done whips drop chance if I update that mod.

Whips drop extremely frequently. This might need to be toned down.

Some effects (particularly Ice) are overwhelming. The cloud completely covers your character.

I have not seen any godly (blueish/teal colored tooltip) versions of these. Stats even at 22 are well below other weapon equivalents.

Still for those that love to do photo shoots. A pummel horse or horse wedge would be nice for the creative players. Adding a long rope to lower from the ceiling and a tied loop to fit both wrists in. Would even more to the ascetic of the piece.
