You mean where I can see the mods in steam? (game properties - workshop) Yes, both the library and this mod is visible there.

They're both enabled in mod manager?

Installed it and the required library. Restarted the game. Does not work. Did I miss a step? Don't usually mod games.

I'm playing on Green Planet, no other DLC.
