AI Debt Fix

Description
After the 1.30 patch, AI nations started to take loans that they simply can't pay. This mod includes various implementations to fix this issue. This mod mitigates AI's debt spiral by;
- triggering a decennial (every ten years) event that helps AI nations over 50 development pay their debts in exchange for diplomatic power. The event is triggered only for AI nations and during peace.
- triggering an event that forces AI nations to disband their mercenaries at peace if they have adequite amount of manpower and no rebel armies within their nation's borders.
- increasing AI's desire to save ducats so that they can pay their loans.


This mod is a creation of me(Wzedlare) and Brutal-V. You can use this mod in any way as long as you give us credit in the description.

Hey. I just want to say that you mod is amazing. I share it with many people. Right now I can not imagine playing without it so my question is do you plan to update the mod after every new patch?
