I'll post an "All Dark" ballast mod for you. I have the original still on my disk.
My knowledge about ballast is about the Belgian State Railways. They covered sleepers into the track bed until after WWI. But at other railways it might have been different. Thanks for the correction.
PS: Major 19th century railways did use ballast, some covered the sleepers with the ballast others did not. Some railway economised and used cheaper alternatives like shingle (SE&CR).

I made some modifications to make it less intrusive, and only applying darker colour on the default track. No modifications are done on the high speed track ballast anymore.
I can't see why high speed track cannot use this mod, the ballast used on HS1 is standard ballast that darkens with age.
In the 19th century there was no "ballast". Sleepers were put into a sand bed, and only the rail was visible. The ballast bed has appeared at about 1920-ish. But that's details. We are using ballast beds in this game from 1850, and that is fine. ;)
PS: Why is it called '20th century' as it also works for the 19th century? This is good!
