BR 75.4 Walschaerts Valve Gear fix (Inc. Repaint)

Description
I was annoyed with the way the Valve Gear worked on the vanilla mod. Just like the Vanilla A4, it wasn't operating properly.

I have fixed that, and I have also included a reskin of the locomotive with black wheels and a colourable body, as a treat.

Stats are the same.

Note:
I am aware the tags are very wrong, I will update it when I can (I'm sure you'll cope)

The PLM220 also has messed up valve gear animations, could you possibly fix them too?

AE 3/5's valve gear is also horrendus! Thanks for the fix :D

I didn't know it was broken on this loco too... But then I guess I never really used this loco much...
