This mod is best with Trom compared to few similar mods =)) just simply split factions and not tweak in AI.
Its easy to test though, just sub and enable the mod, make a new save as kong rong and spam end turn 10 times looking in diplomacy\end turn faction display on top if any new factions popped up.
you can use sandbox for other purposes too. My point is, the sandbox got a similar function if you enable it, its just takes effect slower than my mod :)
use sandbox function (in its setting, not the emergent script)
Create a batch script where you set it up yourself.
I guess this mod is the easiest, but comes with a downside :)
Enabling the sandbox function is the 2nd easiest :)
