Xiahou Dun's Vengeance Longer Duration + Fatigue Bonus

Description
Changes Xiahou Dun's Vengeance skill duration from 30s to 60s and also adds a small -20% fatigue buff.

Legendary Champions like Xu Chu have godlike unique skills which gives him 10x damage when he's below 50% health. Guan Yu and Dian Wei also have nice unique skills which complement their badassery. Meanwhile, we have our boy Xiahou Dun, the badass who ate his own eye and one of the few men to draw with THE Guan Yu, having such an underwhelming skill. The 30-second duration of the skill is not enough to last even half of a duel so the increased duration will help him fare better against other generals

This mod slightly improves his unique skill so that it can be somewhat up to par with the unique skills of other champions.

I considered upping the damage but I thought doing that would just make it an instant final phase of Zheng Jiang's Tenacity of Steel without the gradual increase in damage.

I would've probably upped the damage outputs too, but this does make Xiahou Dun a better duelist.
