Loaded up the save. Let it run for a minute or so and immediately got EDUCATION NATION and ACADEMIC SCHOLAR.

Got 2 achievements: Academic Sholar & Education Nation =)

Holy crap, infinite thanks. I was finally able to get my last four missing achievements, by placing that singular University Laboratories (thanks to DrWeizak), disabling Universal Education for each campus, enabling For For Profit policy, and waiting a week (thanks to soldyne). You are a hero, Mr woutoutathat

Found it! Missing one building on Campus University type. Which is the University Laboratories

If you expand one of the campus and add 2 missing varsity sports you get the All Varsity Sports Achievement also.
Question... i am assuming that all campus have all the buildings but i cannot get the achievement for all buildings inside the campus. Any help?

Thanks to everyone for all the feedback on my city. When i built this city i had all the achievements but Education Nation, glad to hear people could get other achievements from this city.

*NOTE TO OTHERS*
I was able to get For Profit Education, Education Nation and (the one that needs 100 academic works...which is weird, since this file only has the one university it seems) from this save file
BUT
you have to do a few things first!
1. The campus is set for free education; turn this off in campus policies then turn on For Profit Education policy for the city
2. Wait a few game months, if it doesn't happen then ...
3. start building extra buildings in the campus area. I had to build about 5 before the game realized what was going on and I heard the tell tale "click" that an achievment popped.

Also, I turned off all my mods and only had the Achievement Enabler Mod active, not sure if that had an impact.

For the record, I have been building my own city up to 150K pop with a university at over 12,000 students and could not get it to pop in my own city. I earned this, I just needed something to force the game to recognize it.

Also to note:
1. Find "Fairview Institute of Social Sciences" campus district. (Located near the border of the city)
2. Add 3 "Liberal Arts Dormitory" anywhere you can find room (there is already enough room, you don't need to add roads) in the district...

You will unlock the " Student Housing Project: Have total number of 10 Dormitories " Achievement.
