For Stellaris 2.3 "Wolfe"

Everyone Can Vassalise: Better Feudal Realms remedies some of the problems I personally have with vassalisation in Stellaris. If you're looking to use this mod with AI, I'd recommend picking up a mod like Starnet AI or Glavius AI so they do better than a drunken toddler.

Vassalisation Changes
  • All empires can now create vassals from their sectors, subject to some restrictions. Gestalt empires can only release hive minded or machine pops as vassals, and Genocidal empires can only release pops of their own species (though Devouring Swarm vassals will still want your biomass). Sometimes you don't want to deal with the empire sprawl or planetary micromanagement, and vassals are the designer-intended answer to this problem; now everyone can do it.
  • Machine Empires and Hive Minds are now valid vassal governments (previously, releasing a vassal as a gestalt would create a regular empire instead).
  • Synthetic pops can now be released as vassals if you have the Synthetic Personality Matrix technology (required for synthetic leaders).
  • Vassal expansion is now tied to a government policy. Authoritarian empires are more likely to restrict their subjects' expansion, while Egalitarian empires are more permissive. Defaults to no vassal expansion.
  • Potential subjects will now respect your relative power a little bit more than they did before.

Feudal Realm Overhaul
  • Feudal Realm is now a permanent, gamechanger civic like Inward Perfection, Barbaric Despoilers, or Criminal Heritage. It requires Imperial rule and Authoritarian ethics.
  • Feudal Realms suffer a higher penalty for Empire Sprawl (+50%), but have a lower penalty for relative subject power (-50%). Their internal bureaucracy is inefficient, but their subjects respect the authority of their monarch.
  • Feudal Realms have permanent access to the Feudalise wargoal, which turns other empires into Feudal Subjects. Feudal Subjects maintain their diplomatic independence and are always allowed to expand, but pay a 10% Energy and Mineral tax to their Overlord, share technologies, and join them in wars.
  • Feudal Realms have the Adaptability tradition tree instead of Diplomacy. They do not participate in Alliances, and have an opinion penalty with most other empires; to them, the only rightful rule is their own.

If you're using another mod that already overhauls the Feudal Realms civic (like Cultural Overhaul) or would just rather use a more barebones version of this mod, consider using Everyone Can Vassalise Lite instead.


This mod overwrites a few diplomatic actions, the standard subject types, some game rules, the diplomacy/adaptability tradition tree, and a few other things to make its changes. They did their duty for monarch and empire.

Hey, if you're sad this mod is broken for 3.1+ don't worry, the lite version is still fully functional. Slap that bad boy into your game and it'll work like a charm.

Negatory. I leave that to your discretion; either use an AI mod like Starnet to make them competent without AI bonuses, or use a mod that gives vassals difficulty bonuses.

I don't believe this "respect borders" has anything to do with my mod, sorry! But that sounds like a vanilla issue to me.

How does respect boprders work, I tried to keep starbase but it still ceded to uplifted primitive.

Would you consider making the civic available for GC and Corporate empires? I think it'd be sweet to RP a corp sneaking in businesses just to eventually vassalise. Or a hivemind lead by a self-proclaimed god that think it's destined to lead the galaxy, etc.

Tech sharing works like research agreements. You don't trade techs outright.
