How did you rotate the floor blocks vertically for the fence? (At least I think they are floor blocks)

I made a BP of the building, but for some unknown reason I'm unable to place the BP down. I have all the necessary knowledge to build it. But it still indicating that its missing required knowledge even tho the there is nothing indicating that in the "Knowledge Requirement Window"
