This mod is fully Compatible with Beyond Typus, but works on its own as well.

(It is my policy that anyone can use the work I've done here, and modify or add it to their own mod, and publish it, though please note the original source.)

This mod is not intended as any sort of political commentary, and should not be read as such; it is merely an attempt to alter the game (im)balance regarding the technology race to something similar to how it was before the introduction of institutions. Not to commenters: I don’t want this comments section to turn into a political discussion. The only purpose of this mod is for *optional* game imbalance. If people start arguing about religion & politics, or worse begin insulting each-other, I'll have no choice but to block them. Be polite, be courteous, be kind to the other commentators. Otherwise, if anyone has any suggestions for changes to the game mod, make them politely in the Suggestions Thread.

Since the advent of institutions in EU4, the mid to late game has a tendency to veer far away from historical reality (at least more than previously), in regards to the spread of technology and ideas; with non-European AIs now easily able to “catch-up” and sometimes even outpace their European counterparts, and other oddities like the Enlightenment regularly spawning in Asia—which is, to say the least, far from historical feasibility. The purpose of this mod is restoring some of the earlier “Historical Imbalance” that was very much a part of the flavor of the earlier versions of the game. This is accomplished in two ways: first, by changing the Institutions Spawn requirements so that all the institutions can only Spawn in (Western) Europe, as they did historically; second, to add a series of increasing Institution penalties (through hidden events), based upon the Tech Grouping of the tag (which was once used to apply a tech penalty, but now only distinguishes flavor and land unit types), to help simulate the slower technological progression of certain regions within the game. The institution penalties are, with a few exceptions, based upon the proportion of tech penalty applied to the “Tech Groups” in the pre-1.18 version of the EU4.

Important!: these Institution penalties only apply to the AI, in order to simulate the historical development of certain regions. A player will not face these penalties, as I believe one of the important aspects of Europa Universalis is to allow the player to rewrite history, I only aim to discouraging the AI from breaking with history.

i'm looking for the literal opposite of this mod, where the institutions can more easily spread to non-european nations (positive modifier for muslim/chinese nations since they were the origin of pre-game institutions, disabling the continent modifier/changing it to a flat percentage globally), does anyone know where I could find that?

it doesnt work, completely
even with my personal changes to files (even more debuff for spread/embracement price) asian kingdom still on the same level as Europe, even without any institution lol

Simply amazing, I use this mod in every playthrough :)

Maybe we could recommend each other's mod to get it more visible to the public because I think it is a must-have mod, only if you are interested at least.
