Slower Sensor Tower Scanning (Updated)

Description
Sensor Towers now scan slower than default values. Sensor Tower will scan at 110% in the tile its built on, neighbouring tile is 80-90%. Drop off is about 20%-30% with each tile. 10% scan boost to all map tiles still applies.
