If you like this idea and want it to be included in ESC, honestly your best bet is to do it yourself. That way, you can ensure that it's properly balanced and tested. Failing that, you can try to persuade the ESC developers.
To my knowledge unless you use designable ion cannon then the build is set it will always use certain things like starports.
As for if people use that if they are running full vanilla then maybe.
Finally the other t sized weapons in More Components Mod 1.9 they were x sized weapons but in 2.0 they were moved and I think buffed for t slot usage.

The new t-sized weapons in the base game have something like this line:
size_restriction = { titan } # For PERDITION_BEAM_TITAN (ie. perdition beam)
size_restriction = { ion_cannon } # For PERDITION_BEAM_ION (ie. ion cannon)
... but the longstanding fallen empire TITAN_LASER doesn't have it.
My guess is that the mod-added t-sized weapons you're talking about don't include any form of size_restriction - probably because they were added to the game before the Apocalypse DLC came out, so they modified the titan laser rather than the perdition beam.
On reflection, any ship with a titanic weapon slot should be able to equip the titanic arc emitter. So I think I'll remove the relevant line from my mod, which should hopefully fix your issue.
This may cause the titan arc emitter to be added by default to player ion cannons. (Does anyone actually use those?) It probably won't be added to AI ion cannons. I don't think this is a problem, but we'll see.
