!!!-Important note: due to the realization that too many triggered modifiers slow down the game, it is perhaps inadvisable to use this mod. Moreover I was already planning to massively re-balance this mod; so that for all intents and purposes this mod should be considered obsolete. This mod will be left up for the purpose of sharing and openness, but will no longer be updated. A replacement is planned, but due to a number of factors, not the least of which is having to devise a simpler method of implementing the scaling penalties, the time of completion is indefinite.
!!!-I repeat, I do not advise using this mod for anything other than experimental purposes, as it can cause massive slowdowns on certain systems.

Note: do not use this mod with any mods that significantly increase (or decrease) the number of in game provinces, as it will throw off the balance of this mod.

The purpose of this mod is to make blobbing harder, as well as less beneficial for the player and AI, and moreover, encourage the player who wishes to control trade to play “tall” rather than “Wide”.

This mod implements (through a series of triggered modifiers) soft province limits on countries, based upon their tech level; the higher your tech, the higher your province limits. For ever 5 provinces over your province limit you will suffer 1 increment of a series of three penalty sets.

The penalty sets come in three categories, each based on Administration, Diplomatic, and Military tech, respectively. Here is a list of the province limits per tech level (and approximate year): https://www.dropbox.com/s/3mxgypyqyq69tcs/Province%20Limits.xlsx?dl=0

Administrative Overreach, based on your Administration tech, grants these penalties for every five provinces over your limit (at tech 3 the limit is 20):
-1% Administrative Efficiency
+3% State Maintenance
+0.003 Monthly autonomy change
+0.04 yearly corruption
+0.1% Prestige decay
-3% Tax Efficiency
+3% War taxes cost
+3% Stability cost modifier
+3% Reduce inflation cost
+2% Advisor costs
-1% Institution spread
+3% Recruitment time
+2% Local construction time

Diplomatic Overreach, based on your Diplomatic tech, grants these penalties for every five provinces over your limit (at tech 3 the limit is 10):
-3% Trade steering
-2% Provincial trade power modifier
+3% Development cost
+2% Naval maintenance modifier
-2% Spy network construction

Military Overreach, based on your Military tech, grants these penalties for every five provinces over your limit (at tech 3 the limit is 50):
+0.1% Yearly army tradition decay
-3% Land force limit modifier
-2% Reinforce speed
-3% Manpower recovery speed
-3% National Garrison Growth
+4% Cost of reducing war exhaustion
+4% Harsh Treatment Cost
+3 Years of separatism
+4% Foreign Core duration
+4% Aggressive expansion impact

Also, I added two modifiers to help smaller states, and OPMs, survive longer, that kick at Administrative tech 3.

If you are only an (independent) One Province Minor, you are considered a “Micro-State”, and granted these bonuses:
+1 Diplomats
+1 Diplomatic Relations
+1 Diplomatic reputation
+25% Improve relations
-50% Mercenary maintenance
+50% Available mercenaries

If you are an (independent) country with more than one province, but only one state, and no territorial provinces, you are considered a “Regional-State”, and granted these bonuses:
-25% Aggressive expansion impact
-50% State Maintenance
-50% War taxes cost
-50% Harsh Treatment Cost
-25% Cost to fabricate claims
−0.05 Monthly autonomy change

The purpose of these modifiers is to help the small states of Europe survive a little longer in the early game, and encourage a small player to expand within the borders of his State first, before moving on to others (similar to Crusader Kings).

Yes, that is a typo; I'll fix that. The game files, though, do grant -50% mercenary maintenance bonus.

Did you give OPMs a +50% mercenary maintenance nerf? Or is it just a typo?

5 province penalty? I would prefer 7 or 10. But thats fine.
