Adds a new civic "Nuclear Survivors" to start on a world devastated by nuclear war but the people have managed to survive and reach space regardless.

Warning! This mod has a much weaker start than usual. You not only start on tomb world but also with four less pops.

It is up to the player to decide what background this start implies. This fits in with Star Trek as well as Fallout, Metro or anything else.
