Looking to Commission for a custom Omori Hustler
My friends and I have spend a week or so coming up with a concept for an Omori Hustler that I have dubbed DREAMER: Astral Plane-walker. I am an amateur artist and have sketched some basic ideas, but I am not skilled at Pixel art and coding. If there is someone, or a group of people, willing to take up my request, I can link my Discord information to discuss further.

I have descriptions for the full moveset, gimmicks included. Although it's all just conceptual and I wouldn't mind tweaks or changes to make things easier to create and code.

That's a good idea man, but unfortunately i'm afraid you aren't gonna find people here in discussions. Most of the time the workshop discussions is about someone asking to create a mod or a mod issue, i rarely see mod creators doing something in this page. If you really wanna find someone, this is the worst option.
