Nothing will subscribe

So I am browsing through mods to install and I come across the Kia Stinger, it looks good so I press subscribe, but nothing happens. So I close steam and reopen it only to fine the same problem. This happens with every CMS 18 mod so I can't install anything. Anything to help?

Select the CMS game in Steam then select the little button on right that looks like a gear and select properties. Check all your property settings to be sure you have updates enabled. It's the only thing I can think of that would block a workshop download from within Steam. Other than that....possibly you have an Anti-Virus program that is way too strict. Might check it's settings too.

Yeah I've looked at it. Updates are enabled and my anti-virus is not strict. Anything else I can do? I can only subscribe on my phone which is a pain.

try going into Steam Settings, select 'downloads' and hit the button 'Clear download cache' then restart steam and try subscribing to a mod and see if it's working again. That's the only other thing that comes to mind off top my noggin.
