Convenient Horses + AFT Followers: Followers not dismounting horses?

Sometimes some of my followers won't dismount their horses and then end up stuck on them, so they can't follow me into any buildings or towns anymore. Disabling or killing the horse won't work. Is there a way to fix this or to get an npc to dismount?

Are these vanilla followers or custom "intelligent" followers?

It happens to both vanilla and modded followers. I've so far found a way to remedy this by using the "summon" function in the AFT Followers Command power.
