Report a translation problem
So it's a "use at your own risk of your modded world one day not being playable" kind of thing.
You can go to Workshop page of the mod(s) that aren't working correctly, and leave a comment, letting the creator know.
Some mod creators get on it immediately, some within weeks/months, others not at all (and those mods become unstable and basically unusable).
They're most likely using one, or more, mods that you aren't (either client or server); which is what's causing the incompatibility issue on their end bro.
Since he had other mods, removed them, and it still won't work (but the one mod in question works for you).. that means that he has corrupted mod files that can't be removed by simply unsubscribing/removing the other mods.. and that they'll need to be removed manually from the game file itself. Sadly that happens quite often.
Have your friend:
-Unsubscribe from ALL mods on their Steam Workshop page.
-Turn off auto-subscribe, if they have it on.
-Go into their "Don't Starve Together" file/folder and manually delete ALL mods.
To do so; manually delete ALL:
workshop-<number> directories from your
C:\Program Files (x86)\Steam\SteamApps\common\Don't Starve Together\mods directory.
-Save/Apply changes.
-Do NOT add any of those mods back.
-Subscribe/add the "Re-forged" mod.
-Launch the game and they should be good to go :)

Once "Re-forged" works correctly, they can start adding any other mod that they want ONE at a time.. then launch the game, see if it works.. close it.. add ONE more mod.. and continue the above process until they have all that they want (or until they find the one that's doing the breaking).
I appreciate the suggestions, unfortunately I had already tried them and stated in the post, but to verify I retried the posted steps and resulted in the same issues.
I know that these mods work because they work on a friends computer that is able to load up their game properly with the same mod configuration.
I have also uninstalled all mods, and uninstalled my game, reinstalled the base game, then tried to install the mod, again no such luck.
If the only recommendations available are the ones I have already tried. I'm lead to believe it must be something wrong with my steam or windows configuration. A re installation might help.
I'll keep people posted.
