Can't guarantee anyone will be interested, but might want to try pitching it there.
The shield generator sounds like the Dermal Armour from New Items and Augments with some extra bells and whistles (one could make a barrier, like the one barrier guards have, show up when the shield is active and disappear after it's been depleted). All doable enough, if a bit more combat-oriented than is the norm for the game.
The sword is a bit tricky, though, may have to tamper your expectations for that. The game doesn't accommodate adding fancy sword animations, we're stuck with what we have. The game handles weapons in two ways, visual-wise: Guns have their own build and, when equipped, always show up in the agents' hands, but they disappear briefly when agents interact with other things like consoles. Disrupters, OTOH, have no separate skin of their own, just one single sprite *inside* each agent's build, and only become visible during a melee attack, not otherwise.
What this means is that you could, for that one agent (the Arbiter), essentially override the disrupter sprite with a huge sword sprite and it would show up during melee attacks, and only then. (With a lot more work you could make it always show up, but then it would clip through things when the agents interacts with other objects and would look a bit silly, since it wouldn't auto-disappear like guns do...) Also, by default it would show up for any old disrupter, not just when the sword is used, but one could work around that.
