I contacted Chris Russell, someone who worked on the original project and now works at EA. He let me know that production of the game has ended and that most of the original team has been hired by other companies.
There has been some interest by "prospect companies" in buying the IP rights, but it is unlikely that will actually happen.
So, for the time being, this amazing game seems to be officially dead. Very sad indeed, but I appreciate Mr. Russell's time in answering my query.
"Battle Fortress Tortoise is a full scale game title"
then a paragraph later:
"At It's current stage BFT serves as a brief, albeit exciting, proof of concept."
and I don't like greenlighting unfinished games when there are plenty of games ready for release getting smothered on greenlight already.
