look into the sv_noclipspeed convar. argument should be speed in units, the default should be 5

suggestion: being able to change ur speed, and theres units like miles, km, mach, or light speed that can be changed with another command

It used to work before but then just disappeared suddenly. I use 64Bit version which hasn't been updating for a long time so it is probably a map update or compatibility issue.
