If you have Payback Rate Mod installed, disabling it should allow the use of Black Hole Inverter . If you don't have Payback Rate Mod installed, try disabling your other mods until Black Hole Inverter works; this would tell us what other mod might conflict with Black Hole Inverter . But Payback Rate Mod is the only one I know of at this point.
There are a stream of error messages that get printed out several times on the console whenever the game is loaded with both conflicting add-ins; I took one set of these messages and dumped them into this pastebin [pastebin.com] as it seemed that they might be a good place to start.
I just noticed that jupiter878 noticed the same conflict last year. The problem seems to have gotten worse since then. Definitely worth looking into.
At least that's what worked for me.
