And I just noticed I forgot to update the mod description.
- Updated for 3.6 Orion patch
- Forming the galactic community now requires one of the following:
1. A non-genocidal normal empire has established communications with 70% of empires in the galaxy and 100 years have passed since the start of the game.
2. A non-genocidal normal empire has established communications with 90% of empires in the galaxy.
A mod could increase that number or add additional requirements.
I'm just interested because I tried making a mod like this back when it was all special project based, and I kept having weird experiences of suddenly being in contact with other empires. I think it was that caravaneers or enclaves were communications spreading, or something like that. I'm hoping that behaviour is eliminated on newer versions but I havent had a chance to playtest!

Updated for 3.1.
Changed how the mod works from increasing time between rolls to doubling the number of rolls required. This way not only is the time to establish first contact longer, but the chance to get first contact events is also increased.
As a result slowing down first contact should also slow down the formation of the GC.
I've usually only explored about 1/4 to 1/3 of the galaxy and met a few species, even though I explore obsessively, having 8-10 Science Ships out on Auto-Expore (usually I use a mod that enables AE from gamestart).
Can you please look into making a mod that somehow delays the creation of the Galactic Community? I have a hunch I might not be the only person who finds it annoying that it emerges so quickly, so early.
