@mopsisgone never even occurred to me. I thought they were the same at the core so the spawns wouldn't be affected.

Okay! so I figured out the problem with finding Ves (and Mace and Neo). There must have been a mod conflict with the Take/Vassalize Over the World, because when I uninstalled that mod, all three were in the Waystation waiting for me.

I'm giving a thumbs up, but I'm having a hard time finding Ves. I've checked all of the waystations, even the ones inside towns.
